Background:

The Municipal Budget Act adopted by the City Council allows the City to amend the budget at any time during the year for necessary expenditures that exceed the original budget or when changing circumstances warrant the action.

 

The CVB approved at their October 9, 2017 meeting, a budget amendment request of $65,000.00 for additional grant funding for Fiscal Year 2018.  Staff presented this request to City Council during their November 7, 2017 meeting.  City Manager, Michael Spurgeon stated when the Tourism Asset Inventory was completed, the report recommended to reduce the amount of funds allocated for grants and focus more on marketing and promotions of hoteliers. Mr. Spurgeon recommended the CVB Budget Amendment be tabled until the CVB identified how the funds were to be utilized, whether by hotels, events and/or economic development.  City Council approved the City Manager’s request to table the Budget Amendment request.

 

At the December 11, 2017 CVB meeting Staff informed the Board the request from the City Manager and City Council to have the CVB identify how the additional grant funds would be utilized, and verify how those funds relate back to the Tourism Asset Inventory.  Staff reminded the CVB of the Tourism Asset Inventory recommendations to reduce the overall amount of grants being offered each Fiscal Year.  CVB Board Chair Rob Whitlock requested to present this Budget Amendment request to City Council and provide the necessary information.  The CVB agreed to a reduced amount of $30,000 to be requested for the Budget Amendment Number 2.
