Planned Unit Development (PUD) 4B is a request for a minor amendment to PUD-4 on 3.79 acres associated with the Vandever East Center located north of New Orleans Street, east of Elm Place. 

 

The parcel related to PUD-4B was created in 1976 as a part of the Corral Addition. On January 17, 1977, the City Council approved a Planned Unit Development (PUD-4) for the Corral Addition, subject to replatting. The Vandever East Center replat was recorded in Tulsa County on July 29, 1977. On November 4, 1991, the City Council approved PUD-4A, as what could be classified as a major amendment to the existing PUD, to allow the creation of another parcel for Sonic Drive-In Restaurant.  

 

PUD-4B, a request for a minor amendment to allow a building-attached, digital sign for Broken Arrow Family Drug and to modify the sign panels of the existing freestanding, multi-tenant signs for the Vandever East Center. The digital sign is proposed to be 50 square feet in area. The applicant proposes to utilize the existing freestanding sign structures along New Orleans Street and Elm Place. Section 6.4.D.10.b of the Zoning Ordinance permits approval of Minor Amendments to Planned Unit Development permits by the Planning Commission.

The property is not located in a 100-year floodplain area.  The CG zoning associated with PUD-4B is in accordance with the Comprehensive Plan in Level 4.

Recommendation:                      

Based on the Comprehensive Plan, the location of the property, and the surrounding land uses, Staff recommends that PUD-4B be approved, subject to the following conditions of approval.

 

1.                     Staff recommends that platting be waived.

2.                     The applicant shall obtain a sign permit from the Development Services Division.

3.                      The LED sign shall be equipped with a dimming mechanism able to automatically adjust the display’s illuminative brightness and must ensure that light intensity is adjusted so that it does not impair the vision of pedestrians, cyclists, or persons operating a motor vehicle.
