Consideration, discussion, possible approval of and authorization to execute Resolution No. 901, A Resolution of Support for the Tulsa Regional Chamber 2016 OneVoice Legislative Priorities

Background:
In 2008, the Tulsa Metro Chamber created the OneVoice agenda to represent the Tulsa Metropolitan area at the State Capitol and at the U.S. Capitol as one unified voice. The City of Broken Arrow participated in the development of the OneVoice Agenda. This was accomplished by Staff’s attendance at sub-committee meeting and the Tulsa Regional Business Summit, which was designed to more define the OneVoice agenda.
The OneVoice Agenda is attached for the Council’s review. The priorities for State legislation include addressing the teacher shortage, expand Insure Oklahoma, support building of the Gilcrease Expressway, Municipal Funding Diversification, criminal justice reform, defend existing road funding and dedicate motor vehicle fees, modernizing Oklahoma’s adult beverage laws, healthcare workforce expansion, fund behavioral health and substance abuse services, and simplify graduation requirements.
The 2016 Federal Priorities include positioning Tulsa for F-35 operations, the McClellan-Kerr Arkansas River Navigation System, multi-year surface transportation reauthorization, collection of online sales / use taxes, Arkansas River corridor development, Graduate Medical Education / Residence Programs, long-term reauthorization of Oklahoma’s Section 1115 waiver for Insure Oklahoma, supporting the reauthorization of the Elementary Secondary Education Act, Federal immigration reform and eliminate restrictions on oil and gas exports.
Staff recommends that the Council approve Resolution 901 and authorize its execution.
