Background:                                          

The Downtown Main Street Streetscape - Phase III project was constructed in the last half of 2013 and early 2014.  Phase III involved Main Street improvements from Dallas Street to College Street, as well as limited improvements near the Union Pacific Railroad trackage and improvements east and west of Main Street on Dallas Street, Commercial Street, Broadway Avenue, and College Street.  Specific features included narrowing Main Street to two lanes with a turn lane between Fort Worth and College Streets and expanding the sidewalks in those areas to make the downtown area more pedestrian friendly and attractive.  Additional features included planters and landscaping, decorative street lighting and traffic signals, and electric power for downtown events.  Two mid-block pedestrian crossings between Dallas Street and Commercial Street and between Commercial Street and Broadway Avenue were also included.  The construction of the interactive water feature in the Rose District Plaza is currently underway, as is the design of Phase IV of the Downtown Streetscapes.  Phase IV will continue the Phase III theme on Main Street between Dallas and Galveston Streets and between College and Detroit Streets.  Additionally, improvements will be made to Commercial, Dallas, and El Paso Streets east and west of Main Street, as well as a new gateway at the southwest corner of Kenosha Street and Main Street.  Phase IV is scheduled for bid opening on July 12, 2016.  Final completion of the project is scheduled for early 2017.  Jeff Bigby, P.E., CFM, Acting Director of the Engineering and Construction Department, will give a briefing on the design of the Phase IV project.
