The properties in the attached Utility Easement and Temporary Construction Easement are being conveyed to the City of Broken Arrow, a municipal corporation, from Lenard A. Poplin and Rosella C. Poplin, as Trustees of the Lenard A. Poplin Living Trust, dated May 21, 1997, the owner. Parcel 11.0 consists of 0.125 Acres of permanent utility easement, and Parcel 11.1 consists of 0.062 Acres of temporary construction easement, located at 500 East New Orleans Street in Broken Arrow, Oklahoma in the Southeast Quarter of Section 23, Township 18 North, Range 14 East, Tulsa County, State of Oklahoma. Lenard A. Poplin and Rosella C. Poplin, as Trustees of the Lenard A. Poplin Living Trust, dated May 21, 1997, have accepted the following offer, made subject to City Council approval:

Parcel 11.1
Temporary Construction Easement: 0.062 Acres @ $70,000/Acre x 10% = $420
Total Just Compensation Amount (Rounded) = $7,000
A copy of the signed acceptance of the City’s offer is attached, as is the Utility Easement. Payment of the compensation amount is on the May 5, 2026 City Council Claims List.
