Background:
In 2008, Broken Arrow residents approved $1,400,000 to purchase land and a building for an arts center. The facility originally contemplated for acquisition was owned by the Broken Arrow Public Schools. Following the election, School representatives decided to retain the building for use by the School District. On August 26, 2014, City representatives submitted to the voters a question authorizing that the original General Obligation Bond Proposition be repurposed to change the location to central Broken Arrow and to make it primarily for acquisition of land and use of any remaining funds for construction of a building.
The repurposing of the prior bond authorizations was approved by the voters. The repurpose plan is to build a creative arts center in the downtown Rose District, so that residents may create and display their art. ARTSOK proposed a Center for Arts, Innovation and Creativity to be located at the current site of Arkansas Valley Bank’s downtown Broken Arrow branch location at the corner of El Paso and Main Street. The Broken Arrow Convention and Visitors Bureau previously supported and approved, a proposal for a two-year professional services contract with a projected annual cost of $50,000.00 starting in the FY15 CVB budget.
At their November 14, 2016 meeting, the CVB approved a professional services contract with ARTSOK to assist with the development and programming for the Center for Arts, Innovation and Creativity. The term of the Contract expires June 30, 2017. The Contract will automatically renew on a month-to-month basis for a cost of $3,500.00 per month, not to exceed a six-month period and subject to annual appropriations.
ARTSOK’s mission statement is "to create an awareness of the arts and culture and encourage the arts within the community by promoting education, the exchange of ideas and an exploration of cultural diversity." ARTSOK provides opportunities for performing artists, such as musicians, dancers, and theatrical artists to perform in varying venues in our city.
In general, the scope of the professional consultant will be to work on the Center for Arts, Innovation and Creativity design and layout with a professional design firm, the creation of a Center for Arts, Innovation and Creativity Board of Directors, filing for 501c3 Center for Arts, Innovation and Creativity status as a not for profit organization, development of an operating and capital budgets for the facility, seek out funding for the operation of the facility, and development of a business plan for the Center for Arts, Innovation and Creativity.
A summary of activities conducted by the primary consultant within the first two years of the professional services contract include activities such as building a database of potential foundations, corporate and private donors, initial development of project case statement and potential community collaborations.
Staff recommends the services contract with ARTSOK for FY16-17 be approved in the amount of $42,000.00 with the option to extend the contract, not to exceed a six-month period, for a cost of $3,500.00 per month.
