BAZ-002485-2025 was a request to rezone the property from RM (Residential Multi-Family) and FD (Floodplain) to RSP (Single-family residential - Preservation) and FD (Floodplain). The rezoning request was heard by Planning Commission on November 20, 2025, where it was recommended for approval. BAZ-002485-2025 was approved by City Council on December 2, 2025, subject to platting. The preliminary plat (PT-002685-2026) was approved by the Broken Arrow Planning Commission on March 26, 2026.
This development will have access via South Elm Place (161st East Avenue). However, there is still need for separate emergency access or secondary street access onto Elm Place. This has not been included in the conditional final plat. Developments with over 30 housing units require two points of access to meet the fire marshal’s requirements, and no more than 30 permits would be issued, until the secondary access is provided in the future.
According to FEMA’s National Flood Hazard Layer, sections of the property are located within the 100-year floodplain. These areas are planned to be dedicated as Stormwater Drainage Easements or Reserve Areas. All developments will follow city, FEMA, and US-ACE regulations.
The Planning Commission recommended approval of this conditional final plat on September 10, 2026 (5-0 vote). No members of the public spoke in favor or in opposition to this item.
