Background:                                          

The Institute of Building Technology and Safety (IBTS), a not-for-profit 501(c)(3) resource organization working in conjunction with the Indian Nations Council of Government (INCOG), a voluntary association of local and tribal governments in the Tulsa metropolitan area, have partnered through a regional agreement to offer building department services to various jurisdictions.  Using boots-on-the-ground staff, their services will help streamline government projects, reduce risk for non-compliance, and free up valuable budgetary resources.

City Staff attended a kickoff meeting in late January this year at INCOG offices along with Staff from municipalities around the metropolitan area, including Tulsa.  The regional agreement was signed in April of this year.  Several municipalities are considering utilization of IBTS services in the areas of buildings, floodplains, property maintenance, plan review, feasibility studies and contract software known as GOVmotusTM

City Staff has met with IBTS on several occasions since April.  Staff identified the Stoney Creek Hotel and Conference Center as an ideal project to utilize the services of IBTS for building plan review and building inspections through the Vision 2025 funds.  Development Services will manage this project to ensure that a seamless service is provided without delays that otherwise may be present with plan review and inspections within the City.

City Staff met Friday, September 25, 2015, with Stoney Creek representatives, Vision 2025 representative and IBTS representatives to discuss the agreement, building plan delivery schedule and process, costs of services and inspections. 

The costs of plan review and inspections for the hotel and conference center will be approximately $60,000.00.  Staff views this as a positive joint venture service that will provide timely reviews (10 days or less) and timely inspections for this project by allowing Staff to handle the high workload of other projects needing plan review and within in the City for inspections.                     

Staff recommends approving the agreement with IBTS for building plan review and building inspections for the Stoney Creek Hotel and Conference Center.                     

Cost:                                                                $60,000 (Vision 2025 Funds)
