Background:

The Park on Florence 2nd is the second phase of a larger overall residential subdivision, The Park on Florence is located immediately north of Florence Street (111th Street South) and about halfway in between Aspen Avenue (145th E. Avenue) and Elm Place (161st E. Avenue).

On February 4, 2020, the City Council approved Resolution 1285 and authorized its execution.  The resolution authorized the acceptance of a General Warranty Deed from Rex Alexander Enterprises, Inc. for the parcel of land in the Park on Florence 2nd subdivision that serves the public as a regional detention facility in the Aspen Creek watershed basin.  Likewise, on February 18, 2020, the City Council approved the acceptance of a Quit Claim Deed from the Park on Florence 2nd addition’s Homeowners Association (HOA) to ensure that the HOA released any and all claims on the parcel land which, likewise, ensures its clearance for the City of Broken Arrow to own and operate as a regional detention facility.

The Park on Florence 2nd Detention Pond Improvements project is intended to mitigate potential flooding issues from inadequately sized Detention Pond systems constructed during the original development. The project will consist of muck excavation, clearing trees and other foliage, and construction of a new headwall and stormwater pipe.

Change Order #1 addresses the following additions/deletions/changes to the contract:

-                     Once existing vegetation was removed and earthwork began contractor determined that there was a greater than anticipated amount of muck excavation required. Earthwork plan quantities which should have classified as muck were exchanged so that overall plan quantities remained the same. However, the more costly muck excavation resulted in additional cost.

-                     Multiple unforeseen issues related to existing utility installations surfaced upon excavation of trench and installation of Storm Sewer B located on the southeast corner of the project.

o                     They include the following:

1.                     An unmarked 12” waterline was discovered and required rerouting over new Storm Sewer B

2.                     Existing 60” storm sewer was located partially under arterial roadway requiring an asphalt shoefly to be built and traffic control to be provided by the city in order to build connecting structure

3.                     Abandoned sanitary sewer force main was found and a section was demolished and mechanically capped on both ends.

All of these items resulted in additional costs associated with mobilization and equipment fees from contractor.

-                     Due to the above change order related items contract shall be extended 80 days.

 

 The total cost for Change Order #1 amounts to $45,563.00
