PT-003061-2026, the conditional final plat for Elm Village, contains 89 lots on 21.81 acres. This property is generally located one-eighth of a mile south of West Tucson Street (121st Street South) and just west of South Elm Place (161st East Avenue).
BAZ-002485-2025 was a request to rezone the property from RM (Residential Multi-Family) and FD (Floodplain) to RS-P (Single-family residential - Preservation) and FD (Floodplain). The rezoning request was heard by Planning Commission on November 20, 2025, where it was recommended for approval. BAZ-002485-2025 was approved by City Council on December 2, 2025, subject to platting. PT-002685-2026 for the Elm Village Preliminary Plat was approved by the Broken Arrow Planning Commission on March 26, 2026.
This development will have access via South Elm Place (161st East Avenue). However, there is still need for separate emergency access or secondary street access onto Elm Place. This has not been included in the conditional final plat. Developments with over 30 housing units require two points of access with certain distance standards to meet the fire marshal’s requirements. For this plat only 30 building permits would be issued until a secondary fire access point is established.
According to FEMA’s National Flood Hazard Layer, sections of the property are located within the 100-year floodplain. These areas are planned to be dedicated as Stormwater Drainage Easements or Reserve Areas. All developments will follow City, FEMA, and US-ACE regulations.
