Background:
The City of Broken Arrow has established a Routine Stormwater Maintenance Plan for the Rockwood Creek Improved Channel, as detailed in the attached Standard Method of Practice (SMP). This channel serves as a major drainage course for several residential subdivisions and is maintained to ensure adequate stormwater conveyance and environmental stewardship. The channel is located north of Kenosha Street between North Narcissus Avenue and North Juniper Place.
To comply with governing stormwater regulations, the City follows an established Standard Method of Practice for the Rockwood Creek Improved Channel. This includes routine inspection and clearing of obstructions, vegetation management within drainage easements to reduce erosion and blockage, and the use of light equipment and hand tools to minimize unnecessary disturbance to natural areas.
Mowing and vegetation clearing are performed two to six times per year, with a preferred target of four cycles annually, avoiding the mid-April to mid-July window when possible. Initial clearing after extended periods of growth may require heavier equipment to remove large vegetation and accumulated debris.
Although it is not customary to place Standard Operating Procedures (SOPs) or Standard Methods of Practice (SMPs) on council agendas, an exception is warranted in this instance. There has been ongoing conflict with a few residents, who have demonstrated a desire to reach out to various regulatory agencies regarding maintenance and operational issues. Many Councilors have received complaints directly from these residents. In addition, many other residents along the channel want the City to maintain it much more routinely and call Staff several times a year. In light of this conflict, it is prudent to place this SMP before the Governing Body for Notification and Acknowledgement purposes. This action is intended to provide transparency and assurance to the public. If in the future modifications to the SMP are necessary, Staff will make them accordingly.
