Background:

Over the course of several months, the Police Department has researched and tested computer laptops, mobile computer docks, and mounts for its in-car mobile data solution.  That testing resulted in the best solution for the Department’s mobile data needs as being the Dell Latitude 14 Rugged (5404) laptop, the Havis Dell mobile dock, and the Havis passenger side mount package. 

 

Section 2-27 of the Broken Arrow Code addresses exceptions to competitive bidding.  It provides that supplies, materials, equipment, or contractual services, when purchases at a price not exceeding a price set therefore by the state purchasing agency or any other state agency authorized to regulate prices for things purchased by the state, regardless of whether such price is determined by a contract negotiated with a vendor or otherwise, may be acquired without competitive bidding. 

 

The Central Purchasing Division of the Department of Central Services for the State of Oklahoma has entered into a contract under the Western States Contracting Alliance for computers and peripherals.  Because of this exception in the code, the city may purchase the necessary mobile data hardware for this project from the state contract.

 

Based upon the state contract and specifically based on the guidelines provided in the Western States Contracting Alliance (WSCA) computers and peripherals, Staff recommends the Dell Latitude 14 Rugged 5404 laptop (WSCA B27160/OK-1946) for the Police Department’s in-car computer solution.  The total expenditure will include Dell factory imaging of the laptop at $25 per laptop.

 

Funds have been appropriated and are available from the 2014 General Obligation bonds, specifically for police mobile data.  Staff recommends that the Council approve the purchase.
