Background:

The case was brought before the Drainage Advisory Committee on October 27, 2025 for design funds of drainage improvements and protection of existing City Sanitary Sewer trunk line at E. Natchez St and Lynn Lane.  The Committee voted 6-0 to recommend approval of expenditure of funds.

The proposed project is to design improvements to an existing pond on private property located at 8451 S. 9th Street. The east bank of the pond is located on the City’s Sanitary Sewer trunk line that flows along Broken Arrow Creek and is one of the City’s main lines into the Wastewater Treatment plant that is located down the street on Lynn Lane (S. 177th E. Ave.)

The pond overtopped the dam in several rain events from this past Spring. It appears the pond outflow cannot keep up with the inflow, and this could cause wash out around the City’s Sewer Trunk line. There are no engineering records on file with the City to verify the design capacity of the pond.

Also, a part of this project is to design improvements to the existing storm sewer system on E. Natchez St. and on the Indian Springs County Club golf course property. There are no ditches or inlets along Lynn Lane (S. 177th E. Ave.) and runoff from the Lynn Lane and Natchez St. flows across Lynn Lane and onto the applicant’s property causing flooding concerns.

This is in the Broken Arrow Creek Watershed.

Staff is requesting $75,000.00 of the 2018 General Obligation Bond Proposition 6 funds for design funds for drainage improvements and protection of the City’s Sanitary Sewer trunk line.
