Background:
Planned Unit Development PUD-002281-2025 and BAZ-002280-2025 involve approximately 11.72 acres, which is currently unplatted and undeveloped. The property is located south of Tucson Street (121st Street), one-third mile west of Elm Place (161st E. Avenue).
A rezoning request, BAZ-002280-2025, is proposing to change the zoning on this property from A-1 (Agricultural) to CH (Commercial Heavy), IL (Industrial Light), and RM (Residential Multifamily)/PUD-002281-2025. COMP-002093-2025, a request to change the Comprehensive Plan designation from Levels 2 (Urban Residential) & 3 (Transition Area) to Levels 3 (Transition Area), 6 (Regional Employment/Commercial), & Greenway/Floodplain was approved by the City Council on June 2, 2025, subject to the approval of a PUD similar in context being approved on the property and the property being platted.
As shown in Exhibit E of PUD-002281-2025, Development Area A is proposed for CH use, which is supported by Level 6 of the Comprehensive Plan. Development Area B is proposed for IL use, which is supported by Level 6 with a PUD. Development Area C is proposed for RM use, which is supported by Level 3. More details of the development areas can be found in the table below and in the attached PUD document.

The density of multi-family units meets what is permitted by the Zoning Ordinance within a PUD.
• The RM district requires a minimum gross land area per dwelling of 2,200 square feet.
• Development Area C contains approximately 150,000 square feet dedicated to residential development.
• This allows approximately 68 units in the area shown to be developed as multi-family.
ACCESS AND CIRCULATION
Access to the proposed development is provided by driveways onto Tucson Street. The driveway locations shown in the PUD are at their requested locations, which meet the driveway separation, alignment, and off-set requirements of the zoning ordinance. The exact locations of these drives will be determined during the platting process.
PUD-002281-2025 and BAZ-002280-2025 were heard by Planning Commission on 07-24-2025, where Planning Commission recommended approval with a 5-0 vote, per staff recommendation. No members of the public spoke on this item.
